Partnership schemes linking tobacco farmers with companies are regarded as a way to strengthen farm sustainability, widen market access, and raise product quality. Nevertheless, whether such schemes succeed is shaped not only by the farmer–company relationship itself but also by the participation of a range of stakeholders whose roles, interests, and degrees of influence differ. This study set out to identify the stakeholders engaged in developing the tobacco farmer partnership with PT Djarum in Pemalang Regency, to examine their roles, influence, and interests, and to design engagement strategies that support the partnership. A qualitative case study was carried out in Pulosari and Belik Districts, Pemalang Regency. Data were gathered through in-depth interviews, field observation, and document review, then processed using an interactive analysis model combined with a stakeholder analysis framework. The results show that the actors involved comprise PT Djarum; the Pemalang Regency Department of Agriculture, Food and Fisheries; Agricultural Extension Officers; farmer groups; and tobacco farmers. The power–interest mapping places PT Djarum, the Department of Agriculture, Food and Fisheries, and farmer groups as key players, tobacco farmers as subjects, and extension officers as crowd. Partnership success rests heavily on synergy among actors built through effective coordination, communication, and collaboration. Suggested strategies cover forming a cross-stakeholder communication forum, building farmer capacity, consolidating farmer group institutions, drafting transparent partnership contracts, and running participatory monitoring and evaluation to sustain the partnership and lift farmers’ welfare.
